The activity ratio relates to the carbon 14 activity ratio between the ancient samples and the modern activity. Eventually the reaction would reach some equilibrium and the amountof Carbon-14 in the atmosphere would remain constant. This provides a value for the background radiation, which must be subtracted from the measured activity of the sample being dated to get the activity attributable solely to that sample's 14 C.
